We have a whole infrastructre blackout here: roads, ports, prisions, and here is a good (bad) example: our Army has no money to afford recruits' meals the whole week long, thus, they are dismissed by midday on fridays, and come back after midday on mondays, avoiding the costs of two miserable meals.
Instead of shooting 200 rounds, their training includes solely 50 shots.
