Agentes de ajuda humanitária em Nairobi, a capital de facto da resposta internacional, confirmaram hoje as últimas notícias a vir do sul do país devastado pela guerra.

"Há 99 por cento de certeza de que amanhã nós teremos de declarar uma situação de fome total," disse um dos funcionários da ONU, em off, ao jornal The Daily Telegraph.

Agências lideradas pela ONU utilizam um sistema de classificação técnica de cinco estágios para calcular quando uma série de indicadores se torna tão severa que uma 'emergência humanitária' passa a ser considerada uma 'catástrofe famélica/humanitária'.

Neste ponto, a resposta internacional deve ser apressada porque a capacidade de as pessoas encontrarem alimentos ou água ou que seja, se 'desintegrou', segundo Nicholas Haan, que auxiliou na definição da classificação.

"No centro-sul da Somália, nós estamos lá agora," disse um segundo funcionário senior staffer de uma agência da ONU em Nairobi, Quênia.

Agencies led by the UN use a five-stage technical classification system to calculate when a series of indicators become so severe that a 'humanitarian emergency' tips into 'famine/humanitarian catastrophe'.

At that point, the international response must accelerate because people's ability to find any food or water whatsoever has 'disintegrated', according to Nicholas Haan, who helped design the classification.

"In south-central Somalia, we're there now," said a second senior staffer with a UN agency in Nairobi, Kenya.
