Antigua's prime minister, Baldwin Spencer, urged people Tuesday night not to panic over an American fraud probe involving Texas billionaire R. Allen Stanford, who owns the Bank of Antigua and is accused by the Securities and Exchange Commission of perpetrating an $8 billion fraud in investments offered by Stanford International Bank.
